Mshigeni grew up in the highlands of Tanzania, far from the ocean; he nevertheless developed a keen interest in algae. He graduated from the University of East Africa in Dar es Salaam, in Botany and Geography, with a minor in Education. He obtained a doctorate in botanical sciences at the University of Hawaii (USA) and carried out post-doctoral work in the Philippines, which is the largest producer of algae.

His innovative approach to seaweed farming successfully introduced the seaweed industry to rural communities in coastal villages on the Indian Ocean islands of Zanzibar, Pemba and Mafia. His initiatives have improved the lives of rural women.

He continued his research at the University of Namibia, where he served as Vice Chancellor for Academic Affairs, with the establishment of the Mariculture Research Complex at Henties Bay.
He was also Vice-Chancellor of Hubert Kairuki Memorial University in Dar es Salaam.
